The city of Harriman is hoping to help prevent the spread of the Emerald Ash Borer.

Roane County is one of 16 area counties under the bug quarantine.  Fire wood, ash trees, and similar products cannot be removed from the counties.

Before, Harriman Public Works employees would remove brush from neighborhoods and turn it into mulch.  The mulch was sold for profit or given away.

Now, the mulch will not leave the city's brush disposal site.

"Liability.  We can't expect our guys to go out and pick up brush, some of it in the Winter does not have leaves on it, and identify an ash tree from a regular tree.  If we allow that out of the quarantine area, we've been notified by TDEC and EPA that we're liable," said Harriman City Councilman Buddy Holley.

Holley said all Roane County cities are considering changes to their brush disposal regulations.
